to require an owner to pay cash in lieu of providing one or more works and services required under the bylaw if the GM-Engineering determines that those works and svcs should be provided at a later time or together with works and svcs for serving adjacent or nearby properties

regulate smoking in parks, city-owned or controlled outdoor public spaces and business premises: NOTE: THIS GRANDFATHERED THE BUSINESSES WITH 'SMOKING IN PREMISES' LICENCES i.e., existing hookah lounges which if ownership or biz location changes, the permit to smoke ceases
to create a new Sign Bylaw which aligns with the current land use designations introduced thru the Burnaby 2050 OCP and related zoning districts under the new Zoning Bylaw, 2026.
